Gasoline, I get paint off my hands real easily, I think it should work for hair as well. Baby oil is a sure bet, but it's sooooo greasy
Try baby oil and use a lice comb to ease it out - don't try any harsh chemicals, as it could damage the rest of the hair. Failing that, you may need to consider cutting it out, but try the oil and lice comb first.

You must be joking, the formula is extremely complex and mostly covered by confidentiality. To give you an example you may be looking at the addition of 20 or so ingredients at various stages of the process. As well as this there is about 3 stages to the manufacturing process.
The exact formula will depend on what the Enamel paint will be used for;
interior
exterior
Substrate wall door, wood metal etc
Method of application, spray, brush, curtain etc
Colour
Longevity
Solvent of water based
etc
Briefly,
Pigment, solvent (sometimes water), sometimes resin (alkyd)dispersant added and milled to grind pigment
This is stabilised; generally by adding more resin.
Then this is letdown with additives more resin and solvent plus an accelerant/drier (often a metal naphanate/ octoate etc). Additives will vary based on the specs of the paint but can include thickeners, waxes, rheology agents, UV agents, stabilisers, etc.

The current Houses of Parliament have been around since the early 1800's. Westminster Abbey is nearby (along with Westminster School), St. Paul's since the late 1600's; the Tower of London. You probably need to choose an area (the Tower and Parliament are several miles from each other). There are any number of woodcuts, engravings, paintings, and even photos from the period. Google ';images'; might have some. Good luck!
