Can I paint over industrial grade peel & stick that's been previously painted and treated, (polyurethane?)?How

We have a commercial property that had that really plain/hard peel %26amp; stick tile installed. The previous tenants painted over it and we believe that they sealed it with something..though we're not sure. We want to do a faux finish over it and seal it with polyurethane...not sure how we need to prep the surface though. the problem that i can think of is the foundation


if its start s to peel then youv got a problem


other wise if the base is solid id use shellac to seal it that way you can do what you want over it
